in oakland i'm tara moriarty ktvu channel 2 news. >>> if you thought gas prices were high over the weekend, guess what, they went up again while you were sleeping overnight. ktvu channel 2 reporter matt keller is in our newsroom with on how the governor is trying to step in to help. good morning, matt. >> reporter: we just got the new numbers. for the third straight day the average price for a gallon of regular hit another all time high at $4.67 a gallon. of course in the bay area you are paying a few cents more at $4.71 a gallon. drivers are frustrated at the high costs. especially compared to the rest of the country. now governor jerry brown is trying to help by ordering state smog regulators to allow winter blend to be sold in california earlier than usual to bring down prices. winter blend gas isn't typically sold until october 31st. he hopes by selling it now it would increase supplies by bringing down prices. the high prices are changing driving habits. >> i try not to drive unless i really have to. >> i'm grateful and i only use the bike when necessary. >> reporter: the dramatic sur
